Districts have the opportunity to apply for an annual grant from EQUALL to support education improvement activities as identified in their district strategic plans.
The funds are provided to support education management improvement and literacy activities within each district. The grant mechanism is competitive. Funds are divided according to the strength of each district’s application. This helps motivate each District Education Office to improve planning and management for education quality.
The improvement in the quality of application proposals for the grants in 2009 from districts served as an indicator of the competencies gained by the District Education Office staff – through training provided by the EMI team.
Recent awards were assessed by key partners such as the Ghana Education Service, Ministry of Education, GAIT II and USAID. This broad representation heightened the incentive for the District Education Office to perform well. At the same time, partners gained direct insight into district’s capacities and the effect of the Education Management Improvement program.
