The EQUALL project supports the goals of Ghana’s Education Strategic Plan. EQUALL works in collaboration with the Ministry of Education and the Ghana Education Service on strategic planning and implementation at all levels: national, district and school level.
The Ministry of Education formulates education policies for the education sector. The Ministry does not implement policies directly, but works through the Ghana Education Service, which implements the programs and carries out the activities at the national, regional and district levels. The Ministry performs a coordinating role and evaluates the performance of the education sector.
The Ghana Education Service (GES) is the implementing arm of the Ministry of Education. Ghana is decentralising gradually the functions of the education sector. Many managerial and financial duties are shifting to the districts. Nevertheless, the central education office maintains authority over decisions relating to use of Government of Ghana funds.
The Ghana Education Service is represented at the district level by the District Director of Education and the District Education Office. The Director has responsibility for managing all pre-tertiary schools in the district, including budgeting, financial matters, collecting and analysing statistical data.
The bulk of EQUALL work is conducted with the 20 partner District Education Offices and the communities. EQUALL provides training and grants for the District Education Office and works closely with the staff to increase access and/or improve school performance.
