Technical Support given to the Districts is bearing fruit. The 2008 District Incentive Grant applications revealed that the District Education Offices (DEOs) are collaborating with more stakeholders and pulling together resources for the DEO workplan activities. For example, two District Assemblies, Ho and Suhum-Kraboa-Coaltar, were persuaded to contribute financial support for the implementation of their District Education Office literacy programs.
In 12 partner districts, the District Assembly actually joined the District Education Office to come up with 30 percent of the funds to win EQUALL support and funds for purchasing computers for the District Education Office.
In most partner districts, civil society groups are actively supporting improvement of education quality. They are committing time and other resources to help. In the Fanteakwa District for example, the local union of the Ghana Private Road Transport Union (GPRTU) provides subsidised transport to the District Education Office staff to conduct school visits in hard-to-reach rural communities.
